Framework of the Analysis

The case study focuses on the review of the development planning processes, for our group, in Bulacan. The end goal of the study is to identify how plans are drafted, how they are implemented and how they benefit the constituents. Here is the list of the initial questions the group wanted to ask to the officials of the Local Government Unit of Bulacan.

- What is your development plan? What is its aims and objectives? What does it want to achieve?

Who are the beneficiaries of the plan?

What are the problems that the development plan addresses? How did you find out that those are the problems of your constituents?

How is your development plan implemented today?

Why is it necessary to implement this kind of plan? Is it necessary?

When did the implementation start and when is the expected time of completion?

Who are the authors of the development plan? How long did it take to finish?

If ever the priority plan fails, is there an available contingency plan?

How do you deal with external problems regarding the plan?

Is there a way to know that your plan is effective?

Basically, the questions are directed to the development plan of Bulacan itself. The group was concerned on how these plans are implemented and how has these plans contributed to the overall performance of the province.
